unfortunately this is not exactly working as the Normal still produces a 'tiling' artefact when displacement is enabled..

but it really looks to me like the normal is still tiling in your screen grab..
if you try turning off displacement you'll see how the normal is supposed to appear.
I did mess around with the ray repulsion thing with no success.
here are 2 screen grabs with a simpler NRM map to better show whats happening.. you can see when displacement is turned on how the normal map has artefacts.
