Hi leo64,
if you enable Priority, you are reserving a portion of GPU for the system. The Priority has a sub option that can be set to Low (more space for system/monitor), Medium, or High (almost like unticking the option).
If you disable the Priority option, you are using the GPU for rendeting at 100%.

Is there any solution to this? Should I claim a refund from M$ and NVIDIA that I'm not fully able to utilize my GPUs?

I hoped Otoy would push MS and NVIDIA to do something. NVIDIA should also advertise their products with notice that MS Windows "steals" 20% of available memory.

People will realize that its just a scheme of planned obsolescence and invest in more reliable methods of rendering. No one will buy anymore cards if they dont get that silky smooth performance boost they actually paid for.
If anyone has a following on social media, it would definitely be worth putting this issue out there.
Please note that the Win 10 issue with VRAM is affecting only the amount of texture and geometry that you can store in VRAM (19% less then expected), not the speed of the GPU, and the issue has been reported five years ago:

Since Win 7 does not have this issue, probably we have to hope for the next major Win version, fingers crossed!

Every MB is crucial with GPU renderers even if is 19% of available amount.
I do not hope M$ will do something about the issue in the upcoming releases. The issue is known to them since it was first reported few years ago. Some M$ developer unofficially noted that it's not an issue for them thats why is been ignored and left without comment.
