Ok, I may have figured it out, or gotten close enough for what I need. I realized the scattering has fall-off, but only if you look through the solid that its applied to. From a direct angle, you'll see a hard line (like i've been getting). So I made a tube primitive that acted like a halo around the planet from my camera's perspective. This created the solid volume needed for the haze. The other haze atmosphere I left on, because it was adding some nice gamma to the land masses. All in all, I'm fairly happy with it. I could refine it more, but I'll just leave the project files here for anyone who feels like trying to make it look better.
