That guy just did frame blending with the animation slowed some 200 times.

you can lower the amount of motion blur by scaling the animation so everything moves slower, and then skipping every 2nd or 3rd frame when rendering.

If you also need object motion blur you could do the same, but render all the frames, scale the animation back to it's original length in AfterFX or Premiere, and use frame blending.
