In reality, Motion Blur amount is controlled by exposure (1/1000 of a second would give almost no motion blur, 1/30 would give much more...)

EDIT: As radiance mentioned, right now it blends between two frames, that would mean the apparent motion blur exposure is 1/30 (for an animation @30fps), regardless of what you've set in the exposure settings...

for still frame photography, but for animations you need to interpolate between both frames, otherwise you end up with non-correct temporal aliasing,
eg you lose the smoothness.

so until octane has the required motion curves to render still frame time-exposures with motion we don't need any options to control it (at least not for the current limited animation options)...
i think this is an area that will definately become more advanced with beta3 when we have instances and instance capable IO file formats.
