Did you tried the directory with another latin name just for test? The same error in any directory? Are you sure, that all alphabets are latin, and no russian "о", "е", "а" or "с"?

First, try to create the directory "Renders" in "C:\octane", it must be "C:\octane\Renders", and then try to start MaxOctaner again.
If it does not help, try to enter to windows console:

I've got your PM, but I will answer here, so that others can see what may be the reason of some problems in their systems.
As I see at your screenshot, your system can't find (or does not have at all) one of the standard command line tools - "chcp.com". Usually it resides in "C:\Windows\System32" of the system. So, if you see it there - it may be just lack of this path in "PATH" environment variable (just add it there), but if you do not see that file in "C:\Windows\System32" - try to search it in "C:\Windows" directory. If it will be found - just add the path where it was found to "PATH" environment variable.
But if you will not find it - search it somewhere by Google, download, and copy to "C:\Windows\System32". Or try to use this one from my Windows 7 x64 system...
