Yes, the performance is additive but the vram available for Octane use will be the least common amount since each card loads the same data.
Say the GTX570 is 1280mb and the GTX560ti is 1024mb then 1024mb applies.
1024mb is ok for smaller scenes but you might want more. 1.5 or 2gb is popular. 3gb for heavy use.
