choosing the components for a new custom workstation at http://www.buildyourbox.co.uk and ive decided to go for a i7 2600 for the processor, should i get a lot of RAM i was looking at either 8GB or 16GB, or should i spend extra on a GPU was gonna just get the cheapest a ATI 6450 1GB?
you can´t render with ATI Cards, as they don´t support CUDA.
nevertheless octane is a pure GPU renderer, so all that counts is the cards VRAM and its amount of CUDA cores.
So you better don´t go for the cheapest card.
Regarding the best PC setup...search the forums for similar questions, there have been a lot.

This is not true ! The RAM amount on the mother board is very important during the loading process. Not enough RAM leads to use a lot the SWAP file and increases dramatically the loading time.so all that counts is the cards VRAM and its amount of CUDA cores.
I have only 8 GB on my mothearboard, and Two GTX 580 3GB graphic cards.
On my current project, the loading time of a scene reaches 41 minutes !
My last test has shown 25 GB required in Windows 7 ressources monitor, and most of my previous scenes required around 15-17 GB !
16 GB of RAM on your system is a minimum to work without constraints if you have big scenes and use high end GPUs, imho. Don't forget that the OS itself easyly eats around 1.5GB.
