An optimal ratio of CPU vs GPUs

As I mentioned at the other thread, I have a plan to build a small (but strong) render farm.
For that, I want to know, the optimal ratio of CPU vs GPUs.

While OctaneRender is rendering a task with one GPU, the CPU occupation was 25%.
Then, can we expact that one CPU can maintain 4 GPUs at once without sweat?

I could be wrong here, but I think that the CPU usage it mainly to do with the interface being drawn, and therefore no matter how many GPUs you add, the CPU usage should in theory be the same...
