I wanted to know if octane render supports video textures and if you can post a link below that enables blender to export animations to octane render.
Video texture export is currently not possible. The export plugins are currently only available for licensed customers, but you can export your scene as OBJ/MTL files for testing.

The Softimage plugin can it too, plus the ability to export animated procedural textures, animated vertex colors and a mix of all them together...

Thanks for the help and I cant see Dave's comment. I think I need some permission unless it was not directed to me. Ill check the soft image out as well.
For me videotextures worked fine with blender and octane. If you can split up your Video into single frames/images then you can bring them in from Blender. As I said, did it myself several times.
