I'm not sure if I understand you correctly, but if you want to light your scene with an HDR image, just use the HDR or EXR image as texture in the environment node.

I think that Hatak was looking for a way of setting a backplate within Octane which will just act as a background for you image so that you could light with an HDRi but have a completely different background to your render. The demonstration video looked a bit odd though because the car was casting shadows which suggested that the backplate in this situation was more than just a simply background.
