When rotating an object while octane viewport is active, the object rotation go crazy and fly of the screen

Just a guess, but do you have Octane set to have max priority over your GPU? I've found that setting it to Medium seems to make other GPU intensive programs happier. While a basic wireframe view doesn't take much horsepower, still, if Octane is monopolizing GPU cycles, your working view might have some lag producing strange transformation values which don't catch up until there's a lull in GPU demand.

Just to confirm, does this issue occur only when the Octane window is open?

I apologize, but I've installed the latest octane version and it not happening any more.
but for your question, yes, on early octane version it occur only when the Octane window is open.
