Has anyone been able to figure out a way to get a decent wet, damp, or even soaked animal hair look? Obviously the physical shape of the hair should change with wetness, but I'm focused on a big monkey that's been in the rain for a few minutes.

Every time I make the hair more shiny with ior it takes much longer to render. A wet monkey takes longer to render and that makes sense

I've been messing around with the hair material and adding a specular layer and getting okay results.

Does anyone know of a different or better way? Thank you

Most of the heavy lifting is done in the grooming / simulation stage. A basic wet hair look essentially consists of the hair material with a higher-than-usual IOR (also a way to achieve a nylon type of fabric through hair methods), accordingly adjusted "darker" hair color and (back to the initial pointer) a modified hair grooming / sim adjusted for wet appearances (heavier hair, less "hair volume: as in flattened hair, and so forth).
