Unfortunately I missed this part in first public showcase of the features and live demos of the LightWave 2023 Upgrade. Let's hope we get more information next time - in November, as far as I understand.

As I understand it, this will be like the free version of Octane for Blender, so there will be limitations (like only one GPU, no network ... etc)
This is very good news nonetheless :)

I think the main message from all of this is that the new Lightwave team has taken it seriously. They have a lot of work ahead and in order to absorb some delays in improving the program, they agreed with Otoy to extend the free distribution of the Octane plugin for LW2023. For small tasks that do not require the power of multiple GPUs, this is a very good option.
