Network render not maximizing GPUs

I just got a second system working as a network GPU, but I've noticed the remote GPU us running at only 20-65% of its CUDA capacity. If I test it locally, it runs at 100%. Is there a setting I'm missing? I am not using OOC RAM, and this is after the scene has loaded over the network.

Are you sure this second GPU unit is 1000 base T Ethernet enabled ?

Did you try "minimize network traffic" option ON/OFF to see is there any difference ?
