Basically that, in LV a frame takes about 10 seconds to render but in PV it takes up to a minute, what could be the solution? LV resolution is half that of PV.

please load the scene in Live View, then in Picture Viewer, then go to c4d menu Script or Extensions/Console, (Shift+F10), and copy paste the default console output in your answer, thanks.
From what you have written, Picture Viewer should be 4x slower than Live View.
But note that there are some c4d object, like subdivision surface, that has different subdivision level for Live View and Picture Viewer.
It is the same also for Forester trees, for example, so you need to set the same level for both Live View and Picture Viewer, to have the same polygon count in both.
