Reoriented normal blend in 2020 but announced in 2021??

Hi
In 2020.2.5, in composite texture, there is a reoriented normal blend mode.
But the feature was announced in 2021 version

And docs I have seen say "from 2021 you can blah blah"
Why is it in 2020 then, does it work? It doesn't seem to. How is it there and why is it there if it doesn't do anything?
Normals piped in only show whatever is on the top layer despite all being set to reoriented normal.
