I have installed the RC2 of Octane 2021.1. How do I find/use Hydra, specifically the anime renderer?

It is not yet available. There is not any ETA as far as I can remember.
Yes. The Anime Kernel has been promised with each coming release for over 3 years (as can be seen in this video for Octane Render 5):

A rule of thumb with software development is to not make any promises. I do not think OTOY ever made one. We could, eventually, expect it to come with Octane 2022.
It is worth to mention that after Octane 4, the versioning became yearly based i.e. Octane 2020, Octane 2021 (current/still in development), Octane 2022 (upcoming).
In the meantime, the "anime like N.P.R. (non photorealistic rendering)" is still possible with current Octane versions. Obviously not using a dedicated anime kernel but the currently available ones (e.g. DL or PT), toon shading and some "shading R&D".
