My IPR is much brighter than the actual render. Surely there's a simple checkbox or workflow selection I'm missing?

"Brighter" is often too vague to specify a technical aspect of digital imagery and simply said, can be influenced by perceptual factors. To provide technical information to "brighter", could you share all the "color management" related settings?
It can possibly come from a transfer function (g̶a̶m̶m̶a̶) difference with the linear scene-referred frame buffer output (result). The IPR must have it and not the other render view you are comparing it to, again, theoretically.
