If you have post processing on (bloom in my case) And the emitter is on one side of the "seam" then it doesn't transfer the bloom over to the other side. Therefore creating a seam between where the bloom ends and should continue to the other side.
I know this is the case because I had to now render them ALL over again without the bloom on and mask out the lights that end up on the seam..........

This looks like an Octane rendering issue. I suggest exporting the scene to ORBX and confirming the issue occurs in Octane Standalone, and assuming it does, post the problem in the Octane Standalone 2020.1.5 release thread.
