Why I see nothing setting any color there? I need to have something resembling ground for proper color bleeding and light bouncing while I use ground plane as a shadow catcher

The default Ground Start Angle is 90, or basically, directly down and therefore non-existent. Set it to 0 and it will go right to the horizon.

You might check to see if that daylight model even supports ground color. If it does, but isn't showing up in Octane, I'd report it as a core bug.
