it depends from the Nvidia driver version installed.
Please, download and run GPU-Z:

And share a screenshot from the Graphics Card tab, for all the available Nvidia GPUs, thanks:

Sorry, forget to ask, which version of Win 10 are you using?
You need 1903, or 1909 with RTX GPUs.
Please, perform a clean installation of 442.92 Studio driver.
Please, also go to nvidia control, menu Help, and enable the debug mode, to work with GPUs at default clock:
