I installed the free version - the OctaneRender is activated.
When going to the list of AddOns in Blender, I do not see the OctaneRender Engine.
I do see the add in C:\ProgramFiles\BlenderOctane/2.82/scripts\addons\ - and I see all the py files - but I don't know how to install the addon.
Any advice?

Figured this one out - didn't realize there's an Octane Blender to start-up, not the Blender installation pre-Octane.
Once I figured out that the Octane Addon was there.

I think you are being too sensitive.
You could say that this thread could be put into the Octane 4 thread, but with the obvious version change it would be too confusing. Why should I mix them when they are so different? It’s just that a lot was released today from Otoy.

Octane is not just an add on for Blender.
Octane has released it's own edition of the software, so that you can use Octane tools.
In order to get it working, you have to make sure the Octane edition is the one that is running.
If you are not running it, you don't see the add on in preferences.
Not really an expert on Octane, so I can't answer many other questions about it.
