How to obtain Octane licence holder rank

I was wondering how a octane license rank is obtained. As I understand it, its necessary to post bug reports and access plug-in threads in the forums. I hold both a free prime licence and a paid studio subscription license but don't have have the rank in the forum. This leaves me unable to help highlight some glaring bugs that inhibit my ability to work. Is the allocation system broken or am I just unable to reach that tier with the licenses I hold? I'm hoping its simply the former as it would seem unfortunate to be able to use software and yet be unable to provide bug reports back to the developers.
