Normal Map Not Rendering as Expected In Certain Lighting

I'm having an issue with my normal map not looking correct in certain lighting. The normal map (i've tried both normal and inverted) is supposed to make these diamonds look embossed or pressed into the surface. But in most lighting situations, the diamonds actually look raised.

I created the normal map in SurfaceMap 4 and in their generator/preview everything looks perfect even rotated around in any light. In the screenshot I've attached of my material, only part of the surface looks embossed and part of it looks raised. If I stare at it long enough I can trick my eyes to thinking it is embossed, but I don't think most users who view this image will do that haha.

Is this a material issue or a normal map issue or something else? The texture projection is set to mesh and changing it to box (this is a flat surface) doesn't matter.

Uploading a simple example scene file (zipped) will probably get you better feedback. A few screenshot don't really convey enough information to be very useful.
