Okay so I currently have 23gb of files in my AppData\Local\OctaneRender\cache\texCache folder, which is close on becoming rather large, can these files be deleted without any issues?

Yes, very good question, also interested to hear.
I have 8GB there and if is unnecessary (should be since i see some files are 6+ months old there and those projects are long gone/finished) then there should be octane options to clean cache after closing project or so ?

Funny, I just checked and I don't have that folder at all. The plot thickens...

These files come from the Octane textures cache system. Octane, like almost all the modern renderers, must preprocess all the textures before rendering them, so to save preprocessing time when you use these textures again, they are stored in this cache directory. You can delete them without problems to save disk space.
