Anyone suggest a PC case that can house 4 x Gigabyte AORUS GeForce RTX 2080 Ti XTREME WATERFORCE 11G?
They use a twin radiator on each at 240mm.
Another setup:
Using 3 x Gigabyte AORUS GeForce RTX 2080 Ti XTREME WATERFORCE 11G on a Gigabyte X399 Designare EX ATX TR4 motherboard and using the Amfeltec GPU expander with 2 x 1080ti + 1 x Titan X, is this possible or would I need to go server motherboard?

I would take a look at those:
Core X9 Series
Core X5
or caselabs (if You want better quality) , but to get them got quite a bit harder, since the company went under.
