I can easily get pure white light using a Diffuse/Texture Emission applied to an object, but when I use Diffuse/Black Body Emission and set the K temp to 6500, I get a bluish light. And lowering it to around 5200 gets it close to white but never quite gets it right. Shouldn't 6500k be pure white light?

Hi DartFrog,
there's not "pure white" light, 5700 is day light near to white, but not pure white.
To get neutral color you could use "white point" selector in the Octane camera or image camera.
