Just a note that the Quadro 3700 is based on GeForce 8800GT/GTS.
Extensions were also a problem for @homer using 8800GTX and XP32.

I have the same Graphic Card as you and everything seam to be OK here. But I did notice a different in the CUDA Version. As in my NVIDIA System Information It say that I have the "NVIDIA CUDA 2.3 driver" however the Octane Render Device Manager show my is a "CUDA Driver Version 2.03". I did notice the different in your also. See my Info below.

after installing drivers as mentioned by others, my cuda version behavior is the same as yours.
I still don't know whats going on.
I'll try and get myself another system and try Octane.
