LayerReflections pass renders the opposite layer instead the one that is selected in Render layers tab. The other passes render from the selected layer.
I've attached an example file.

Thank you so much for attaching the file. Our investigation shows this is correct behavior when we render the Layer Reflection pass. In short when selected Layered Reflection pass, it will render the light reflections off the active layer geometry on to the non-active layers. Also, please check the file attached to render reflection of the object/geometry.
