Blackbody emission with volume fog/vdb. Can't get any light emission regardless of emission strength.
C4D R19 plus latest octane plugin 307R2.

About your specific issue, you need to reduce a lot the Thickness/Density (0.05 or less), to react as volume fog with emitters.
