I'm a 2d concept artist who recently got into 3d. I'm still relatively new to all this.
I'm trying to take a render and paint over it in photoshop, but the problem is the resolution of the image is too small when i save it as a png (file save as...). How do i increase resolution of the render? i need at least a 4k render here.

Maybe i'm wrong but i think you are doing your renders in Live Preview. Isn't it?
If it's the case, it's not like that you should do. Live preview is used to prepare the scene but not to do the final render. The final render should be done in Visualizer (or render queue, ... but the process is the same). In Render preferences (in main menu > render > preferences), you select Octane Render as renderer (the drop down menu at the top left of the window of preferences) and in output on the left you define the resolution you need, in Save you select the destination folder, in Octane the parameters you need, ... Finally, in render main menu, you choose Render in visualizer... and you wait.
I work in C4D in French, my translation of commands may be wrong but should be approximatively the same...
