Can this kind of turbulence in the air be achieved only using "Octane Fog Volume" object?
Or is it possible to use environment object and add turbulence to scatter channel somehow?

unfortunately, it is not possible to use noise with the Environment Medium, even the old v2 method of geometry with specular sss fog material does not work, you need to use a volume object.
