Hi Can we have dirt map baking to a surface when objects above it, that casts dirt, moves. Basically leaving tracks

If I understand well you want the dirt to be persistent even after the above object has moved ?
you can do that simply by creating a mesh trail of the animated object ...

Hi ,

you want achieve a wetmap right? well Pascal solution is a good one or just render bake sequence and the average then on AE to then use as texture sequence.
