Blackbody acting strange

Hi,
I have a scene lit by two area lights. Then I have bunch of object with a black body material in emission. When I put the power to .001 , scene is lit by two area lights. Then slowly I increase the power of blackbody, the scene dims to black. Then still increasing the power, the scene lights up again with area lights and black body.
Is it normal ? Why the area lights intensity dims down when we mess with blackbody's intensity ? Something to do with normalize, surface brightness parameters ?

BTW, I think it has to do with Surface Brightness or Normalize.
What does these 2 options really do ?

I have attached the same file but modified. If you check on frame 20, the lighting for the box is not the same.

Your object acts really strange here. This is not expected result. But don't know what's wrong there. I made another scene from zero to test it. Please check my result. And see your cube under my cube. I'm investigating what's problem here. Maybe better to create a new material from zero to try again as i did.
