It was for Render The Metaverse 2015 contest. Octane was free for all during that period. It doesn't exist anymore.

The OctaneVR builds work with a monthly subscription, and it has some limitations compared with a full (purchased) license. Subscriptions are primarily targeted at students, but hobbyists and small studios may be also interested.

I think that OTOY has not made a major announcement on subscriptions yet, but you can write them to know if these licenses are available and the OctaneVR license limitations.
