Other machines in office have dual 6GB 780s. If I were to add a new machine, what should it use to be compatible and equally capable for low investment?

I would say 980(ti) might be nice priced since 1080 is out...
You might check the Octanebench scores of different cards to compare and see for what price you can get your hands on to match your wishes.
For larger budget you could wait for 1080ti to come out in (probably) early 2017 ... But then, for low investment you can look for secondhand 780(ti) as well.

I don't see any 1070 or 1080 scores in OctaneBench. That's why I asked.

I'm currently leaning toward 1070s. Seems to be best performance for the money. Does that sound believable?

Also, I had a guy recommend 4 cards without water cooling. Is that realistic?

4 cards - 1070 - are great. They will perform faster then 780 6GB (I have them too) and will use (1070) much less energy (even much less than 980ti) and have 8GB of vram.

As for cooling - surely water for 4 GPU is the best way to go (or at least hybrids) cause 4 gtx close each other will transfer heat to each other. But if you are low on a budget and don't care about noise why not...
