Feather scaling?

So I made this feather for a project. If I scale it down, the quill doesn't scale down with it. Anyone have any ideas?

Also, forgot to mention. The quill and the feather both scale down just fine in the viewer, but in the Octane viewer, the feather hairs scale down but the quill stays large. Also, it becomes super slow to render.
