Photoshop EXR loader is quite limited and supports just a single layer per file.
You may want to give a try to the OpenEXR plugin included as part of the Octane compositing extension for Photoshop.

I did that - no go. I don't know if the .exr file isn't working, (although it does open) or if the plugin simply doesn't do that. I may have to find a real deep exr somewhere and test it using photoshop's open exr and octane's. The documentation doesn't specifically cover Deep imagery.
Have you tried loading your EXR into an application with support for deep image compositing such as Nuke?
Just in order to clarify, the way deep EXR data is stored is as a single layer, however each pixel may contain one or more deep samples. Additionally two extra channels apart from RGBA are stored: Z and ZBack, which specify the depth limits for each sample. This type of compositing is currently not supported by Photoshop, so what the plugin is doing is loading the first depth sample for each pixel and loading it as a single layer so its loaded into something Photoshop "understands".
