To put it in the simplest terms, the visible environment is a way for you to apply a texture to the sky/background without it being a primary light source. In this way, the look of your sky versus the actual light projected onto the scene can be separated so you can control either one individually.
Usage of the visible environment is optional, and some users prefer to apply a backdrop through compositing instead for more control.
