IMO - yes.
It's all up to materials and scene lighting preparation.

In fact it's even easier with Octane because of a very responsive and fast Live Viewer.

Yeah but it is not a catoony style, in octane everything is so realistic and i like that as well but if i need a cartoony look ...

Is there a specific effect from those examples that you’re wanting to re-create? I’m not really seeing anything in there that couldn’t be done in Octane, combined with some post-processing. Like slepy8 said, it’s mostly a result of the models, materials, and lighting! 8-)
