I read in another thread that the 12gpu limit would be reviewed with the release of Octane 3.
Has this been reviewed yet and has the limit been increased?

the 20 GPU limit is refered to network rendering, you can have a series of any kind of motherbord in your LAN, and a single Master can use up to 20 GPUs in the same time with just one GPU in it, while the other 19 are spreaded in various slave nodes
You can mix the number of GPU in a lot of different ways. Here you can find a couple of examples with 7 GPU from Tom and Smicha:
