I just upgraded from Octane Render2 to Octane Render 3 standalone and I would like to know how to import .fbx files to this program I read last month about this feature is it included in this version? because I only see the option to import .Obj files. Can someone explain how to import .fbx files in Octane 3?

There's no fbx import in Octane 3, it was eventually planned for Octane 3.1, but it might be glTF instead of FBX.

You can convert an fbx to an .obj with this tool.
