Can't fully uninstall Octane from 3dsmax!

Once in a while I test my Octane license and install octane to see if it's production ready yet. So far not really. So I uninstall it. Problem is it never fully uninstalls and gives me issues in 3dsmax. One is that i can still see the menu options for octane when I right click on the viewport. How do I fully uninstall it? This gets me weary of even trying it anymore.

It may be possible that you had a demo installation installed prior to the full version. The full version of the plugin will not override the demo plugin. Uninstalling the full plugin will not affect the demo installation (if any).
From a general test, there does not seem to be any issues with uninstalling. If your issues with residual Octane remnants is not to do with pre-existing demo installations, then further troubleshooting will be required.

I did not have a demo installed before on this computer. I'm not sure what the issue is, I rolled back to a restore point I made before to fix the issue.

Just went through an install and uninstall. I was unable to duplicate your issue.
I ran the setup executable, opened 3ds Max to confirm the installation of the the plugin, closed 3ds Max, and uninstalled via the Control Panel. It successfully removed all traces of the plugin - I only installed the plugin for the 2016 version, and had no other installations. The OS I tested on was Windows 7.
Please let me know if your process for uninstalling differs in anyway from my approach.

Okay I'll try again, I'm on windows 10, 3dsmax 2016, all 64bit. Don't know, last two times I tried uninstalling both had this issue. I uninstall from "Programs and Features".

Ah, I see. If you continue to have an issue, I would be inclined to believe that there is some kind of issue related to windows 10. Hopefully this is not the case. If the uninstall fails again. I will re-test on a Windows 10 machine.
