unavailable 1/3 of tottal vram

Hi, has anyone got the unavailability of vram?
I have 2 cards:
1. ZOTAC GTX 770 2Gb, (401mb off)
2. ASUS GTX 980 4Gb (772mb off)

1st has 400mb unavailable and the 2nd 770mb (almost 1/3 of tottal !!!)

My monitor hooked up to iGPU so these 2 dedicated are free of use.....
OS: Win10 x64 Pro, 16Gb DDR3

Ok I see.... no way back to Win7.... 10 is faster a lot
