What is the connection between Maximum Samples and Sampling Rate.
For example:
Maximum Samples=5000
light1 Sampling Rate=10
light2 Sampling Rate=1000
light1 Sampling Rate : light2 Sampling Rate=1:100
light1 Maximum Samples=1/101X5000
light2 Maximum Samples=100/101X5000

I'm just guessing it.
Who can explain whether there is a relationship between them

There's no connection.
Max Samples determines after how many samples the render will stop.
With the Sampling Rate you can control on which light source Octane should focus more and clear faster;
if you have two different light instances in your scene and one stays noisy longer than the other one, you should raise the Sampling Rate for this one (or lower the other).
