The snowflakes are 50/50 postwork and geometry with opacity maps inside DAZ Studio.
I generated them with this excellent snow plug-in here http://www.daz3d.com/da-let-it-snow and created custom materials for it.
The rest of the scene was given the "snow treatment" with the same plug-in
