Is there or is going to be a feature about light linking in octane in future versions?
Is also a way to create point light or spot light. Can we adjust falloff of lights with inverse square decay?

I don't know light linking will be possible. We'll see....
But about omni, decay, spot light things are not physical based i suppose. I'm not sure that Otoy team will think to add non-pyhsical behaviour with special light types. As you know we don't have any light source on basics. Just having some environment(texture/sky) or emissions. Arealights are not light as in conventional old renderers. Just geometry with emissive textures.

Hope you can add light linking in a future. I think this feature is very important when you need to "cheat" the composition with tiny details. Hope version 3.0 have this feature!
