Hi - the file listed (such as C:\Program Files\GRAPHISOFT\ArchiCAD 19 Solo\ArchiCAD Library 19 Solo\Surface Catalog 19.lcf\Surface Catalog 19\[TImg] Textures 19\Insulation 19\Insulation Celluloid Gray 02 GS.png) need to be physical files on your filesystem - not contained in a library. So extract your library as per https://docs.otoy.com/ArchiCAD/?page_id=169.
