I know this is a bit off topic.
If I render for youtube, modern HDTV at 1080P what is the best frame frame in 3ds max. I always chose NTSC then I read somewhere it should be Custom FPS 30P

In the time panel, you can set just the frame rate (not the resolution).
So, NTSC and custom: 30 is exactly the same frame rate.
In the render setup you set the resolution, not the frame rate.
You can set HDTV to have a 1080p film.
These two panel are not linked: If you want you can produce a 4k film at 15 fps or a 486p film at 60fps.
